If you’ve heard about the proposed Regulatory Standards Bill and want to have your say, but you’re not sure where to start, here’s everything you need.
Agency consultation on the proposed contents of the Regulatory Standards Bill is currently open and closes tomorrow, Monday 13 January.
The Bill has not yet been introduced to Parliament, and submissions received through the consultation will help inform its final shape.
The Minister for Regulation, David Seymour, has directed that the Bill be based on the Regulatory Standards Bill 2021 with proposed changes to the 2021 Bill outlined in the Ministry for Regulation’s discussion document.
The proposed Regulatory Standards Bill could change everything in Aotearoa New Zealand. It affects all New Zealanders, our society, our environment, our rights and the influence of te Tiriti o Waitangi.
The Bill has been attempted three times previously by the ACT Party, and rejected by Parliament each time. It is now set to pass as agreed under the ACT-National coalition agreement.
This is an Explainer and Submission Guide which was written by a group coordinated by myself, Jen Bennett and Dr Ryan Ward, with contributions from several others.

This includes the paper published by the Business Roundtable which first drafted the Bill, Hansard records from each attempt, and a special edition of Policy Quarterly in 2010 which focused entirely on the Bill from a range of perspectives.

It seems unfair that those who support this travesty only have to tick a box or write one sentence "I support the Government's Bill" which probably involves pressing a button to generate it - while those of us who oppose it must write (or try to write) an intelligent, nuanced, reasoned and evidenced-based response to it.
